It includes the dramatic changes to the Licensing Code made by the Intoxicating Liquor Act 2008. The main provisions being:
• New restrictions on off-sales from pubs and supermarkets,
• the requirement of a District Court certificate for a wine retailer’s licence,
• further powers being granted to the Gardaí relating to underage drinking, entry and seizure and test purchasing of intoxicating liquor,
• increase in imposition of fines for underage and drunken and disorderly offences and public order offences
• structural restrictions regarding display and sale of intoxicating liquor for supermarket and convenience store,
• the requirement for holders of theatre licences to apply for special exemption orders, and also bring prohibited hours for theatres into line with on-licences,
• imposition of mandatory closure periods for certain first licensing offences,
• the imposition of further conditions for the grating of special exemption orders, and
• the power of the Minister for Justice, Equality and Law Reform to make regulations concerning the promotion of alcohol at reduced prices and to issue guidelines regarding the test purchasing of alcohol which will affect licensed premises and registered clubs.
